Markham is the largest municipality in York Region and one of the most ethnically diverse cities in Canada — a very large Chinese community alongside Indian, Sri Lankan and Tamil populations that together make it one of the region’s principal South Asian centres. For a first-time buyer weighing York Region against Peel, that is usually the argument that decides it: the groceries, the mandir and the extended family are inside the city rather than at the end of a highway drive, and the household does not have to trade its support network for its first mortgage.

Markham is really two housing stories printed on one map. The historic villages are genuinely old, and three of them — Unionville, Markham Village and Thornhill — are designated heritage conservation districts under the Ontario Heritage Act, with Buttonville studied as a fourth. Inside a designated district, exterior alterations, new construction and demolition all require a heritage permit from the City. Everything else is planned: Berczy, Wismer, Greensborough, Cornell and Box Grove were laid out as whole communities within recent memory, with the newer construction that implies. A character house on an old village street and a fifteen-year-old freehold townhouse are not the same purchase, and the difference shows up the first time you want to change something.

Then there is the basement, which Markham answers in its own way. A second suite here has to be registered with Markham Fire and Emergency Services, and both units of a two-unit house are inspected against building and fire requirements before that registration exists. Council has separately directed staff toward permitting more units on a residential lot than the by-law currently allows, so this is a file in motion rather than a settled rule.
